Try Webmin - http://www.webmin.com/webmin/. It's not a web-based mail
program as Jim Blish just mentioned, it's a HTML-based sendmail config
system.

You can configure:

Mail Aliases
Local Domains
Domain Masquerading
Address Mapping

Domain Routing
Outgoing Addresses
Outgoing Domains
The Mail Queue (delete messages)

And stop and start sendmail.

It's extremely easy to setup and use.
