[Gelistirici] trunk/baselayout/etc/env.d - These are not needed

This means editing this file manually is not reasonable. Because mudur will 
update it according to the language setting in /etc/conf.d/mudur and all the 
changes in 03locale will be lost!

When switching to systemd, we should also invent a new configuration file 
(e.g. /etc/conf.d/locale) to keep locale variables and we should deprecate 
03locale file.
