[Gelistirici] [RFC] Review sürecine ekleme

Merhaba,

Review süreci için şöyle bir ekleme düşündük:

Herhangi bir paket isteği hata olarak girildiğinde bir geliştirici o paketi
hazırlayıp review sürecine sokmak isterse yeni bir hata kaydı açsın, Bu yeni
hata kaydı (a.k.a. review hata kaydı) request hata kaydı'nı bloklasın.

Bunu önermemizin nedeni aynı hatanın üzerinde özet, açıklama, bileşen v.s.
gibi bazı alanları değiştirmek durumunda olmamız.. Bu şekilde yaparsak daha
rahat takip edilebileceğini düşünüyoruz.
