Sorun SELINUX ile ilgili olabilir...
Ya SELINUX'u etkisiz yapın, ya da
/etc/selinux/targeted/contexts/files/file_contexts
dosyasında
(tek satırda)
/usr/share/openwebmail/cgi-bin(/.*)?
system_u:object_r:httpd_sys_script_exec_t
olmalı ki /usr/share/openwebmail/cgi-bin altındaki betikler apache
tarafından çalıştırılabilsin.
