sanırım yetki hatası var. uzaktaki makinelerin iplerinin erişim hakkı varmı
mysqle onu bir kontrol et.
veya 3306 portu açıkmı.
firewall çalışıyor olabilir.
uzak makineden "telnet serverip 3306" komutunu verdiginde çıktıyı incele...
kolay gelsin..
