Ýlginize çok teþekkür ederim. Sorunun phppgadminde olduðunu
düþünüyorum. Araþtýrmalarým devam ediyor. Geldiðim aþamada ise

RHEL 5.2 sunucu postgresql 8.3.4 sunucu için:

COPY ile sorunsuz çalýþýyor.
test=# copy deneme from '/tmp/deneme.csv' using delimiters ',';
COPY 1
test=# select * from deneme ;
   ad | soyad
--------+--------
 ÝSMAÝL | ÞANLI
(1 satýr)

test=# show client_encoding ;
 client_encoding
-----------------
 UTF8
(1 satýr)

Apachenin ilgili satýrý
AddDefaultCharset UTF-8
olarak belirtilmiþ durumda.

Fedora 9 için de ayný ayarlar tanýmlý. Sorun phppgadmin'de diye
düþünüyorum. Fedoradaki dosyayý RHEL üzerine kopyaladým. sonuç
deðiþmedi.

dosya utf8, yerel utf8, apache utf8, postgresql utf8...
