Eğer, hataya neden olan kod index.php de yer alıyorsa; Çıktılardan da
anlaşılacağı üzere Settings dizini bir üst dizde değil aynı dizinde yer
alıyor.

include "../Settings/Mysql.php";

yerine

include "Settings/Mysql.php";

yazmak gerekiyor.
