bi arkadas problemin cozumunu iletti cevabi sizlerle de paylasayim dedim
tesekkurler locale=TR_tr gibi bir ipucu vermeniz bile sorunu cozmeye yetti
google da locale=TR_tr + netbeans seklinde bir aramayla

aciklamayi buldum.
Bunun için yapılması gereken: C:\Program Files\netbeans-4.1\etc altında
netbeans.conf isimli dosya bulunmaktadır(sizde kurulu netbeans'in altında
tabi). Bu dosyayı notepad ile açın ve netbeans_default_options=". . . "
bulunduğu satırın sonuna --locale tr_TR ekleyin. Son hali şöyle olacaktır.
netbeans_default_options="-J-Xms32m -J-Xmx128m -J-XX:PermSize=32m -J-XX:MaxPermSize=96m
-J-Xverify:none --locale tr_TR"
