ES: Open Source looks to eGovernment

/ The 2009 strategy of Spain's Open Source centre, CENATIC, focuses on
the development of technologies promoting citizen access to public
services. /

The new action plan gives top priority to ensuring that Open Source
users have equal access to eGovernment. Part of that drive will be a
series of studies and reports on electronic filing, process improvement,
transparency and electronic billing. These will be linked to Spain's Law
on Citizens' Electronic Access to Public Services.

Launched in 2006, the National Reference Centre for the Application of
Open Source Information and Communication Technologies (CENATIC) is a
public foundation promoted by Spain's Industry Ministry. Its budget for
2009 is about EUR7 million, of which EUR3 million are earmarked for
projects. CENATIC board members include regional authorities and IT firms.

Currently, CENATIC is working on Open Source applications for XBRL, a
language for document exchange between administrations. Its interim
conclusion is that there are viable Open Source solutions for financial
document exchange between public administrations, small and medium-sized
enterprises and the tax and regulatory authorities.

It is also developing hardware and software to be shared with Spain's
development regions in a drive to promote technology transfer. And it is
about to launch a National Open Source Observatory whose first report,
out this September, will be on Open Source use in Spanish public
administrations.
