G8 Democracy and Government On-Line Services

FOR IMMEDIATE RELEASE

Paul Bird, chair of the G7 Government On-Line (G7 GOL) program said
today that "A new form of governance is emerging. Real parts of
democracy and the online world are coverging into what might be called
'electronic democracy'. The relationships among citizens and their
governments are changing in ways that we have yet to fully understand
although the possibilities are quite exciting."

Bird was referring to a new GOL report "Democracy and Government
On-Line Services, Contributions from Public Administrations Around the
World". Olov Östberg of Statskontoret (The Swedish Agency for
Administrative Development) in Sweden and Steven Clift formerly of the
State of Minnesota's Office of Technology were the co-leaders of the
work which led to this report. The studies represent work in 17
different, city, state, or national governments. The European Union,
providing a cross nation perspective, contributed an additional study.

The two co-leaders indicate that "Participation by all people is a key
goal in most governments," Ostberg and Clift said that a few years
ago, electronic democracy only emphasized public access to information
held by governments and theoretical ideas about online voting on the
decisions to be made by government. Today, the goal is to allow
citizens to select from one or more of six levels of participation.
Bologna, Italy and Sweden are just two examples of the many in the
report allowing citizen access at the following levels.

1. Access the information held by the government.

2. On-line interaction with the government on service programs.

3. On-line discussion of public issues with other citizens.

4. On-line discussion of the issues with subject matter experts.

5. On-line discussion of the issues with government officials.

6. Contribution of ideas relative to the issues undertaken by the
government.

All developed countries have projects which fall under the broad
umbrella of Democracy and On-Line Government Services. However, this
new report finds that successful programs tend to occur, in these
early days, in smaller units of government such as neighborhoods,
towns and cities.
