We would like to announce the general availability
of a Linux/PC based Wide Area Link Emulator, WALE, that we have
been using for various network test-beds in our project.
An abstract of its capabilities has been provided below.

What is WALE?
WALE is a Wide Area (serial) Link Emulator which provides the
flexibility of setting various parameters of the link, such as
transmission rates, send/receive buffers, send/receive propagation delays,
and random loss models. On a Pentium 333MHz PC, WALE can emulate link
speeds upto 4Mbps. WALE is implemented in the Linux Ethernet driver. The
Generic Device Layer of Linux kernel version 2.0.31 has been changed to
schedule packet transmission so as to conform to the configured link
characteristics. WALE can be used in a configuration such as the
